Job Responsibility:

This role is responsible for developing and executing high-impact policy positions and govt affairs programs, aimed at ensuring a favorable business environment for Boehringer's business in China. This role requires a deep understanding of the external political environment and potential govt developments. This position will support the business in developing a robust corporate affairs presence and strategy.

-Execute PGA strategy. Devise and execute proactive strategic plans to leverage or mitigate upcoming changes and trends. Promote business goals through thought leadership and structured advocacy.

-Act as a critical link to local government and authorities. Enhance visibility and give Boehringer a prominent voice with policy makers. Develop and maintain strong relationships with key policy stakeholders to advance business goals and further develop Boehringer's reputation as a credible and respected voice in the life science sector.

-Lead advocacy outreach to relevant politicians in China, being the initial face of the organization with these individuals. Manage and co-ordinate Boehringer's engagement with relevant trade associations and industrial organizations. Actively participate in relevant groups.

-Monitor and analyze political and legislative development and trends,including foreign-investment and healthcare policies. Assess potential impacts on business and reputation, providing insights for key business decisions.

-Lead or manage advocacy programs and critical corporate/PGA projects.

-Lead the response to relevant Government consultations on behalf of the business to help articulate and implement policy positions.

Job Requirement:

-Minimum Education/Degree Requirements: Bachelor Degree or above

-Required Capabilities (Skills, Experience, Competencies)

  • Extensive experience in politics or government relations. Good knowledge of Chinese government/political system and good understanding of China's healthcare industry is recommended.

  • 5-8years work experience in the government affairs function in multinational company. Working experience in government agencies or public sector is preferred.

  • Good communication skills both written and verbal in Chinese and English. Confident in explaining complex policy issues to internal audience.

  • Experience of managing an external agency from a budgetary and organizational perspective.

  • A self-starter with strong discipline, and a positive and enthusiastic attitude, high ethics, and a demonstrated track record of working successfully under pressure in a time-constrained environment.

  • Ability to think strategically with business acumen. High learning agility.

  • Maintain strict compliance with all applicable policies and laws, especially those related to interactions with government officials.
